The Polk County Library Cooperative (PCLC) Information Technology (IT) Specialist II - Operations Manager provides IT management expertise and assistance to the PCLC Coordinator with the oversight of the IT Professionals Steering Committee.  This position and staff filling it are annually reviewed for renewal and are not automatically retained from one year to the next.
Duties and Responsibilities:
1 Work with Steering Committee and Coordinator to develop and implement strategic IT plans that support PCLC goals and objectives
2 Work with Steering Committee to analyze support needs and work with member cities to divide up responsibilities
3 Work with Steering Committee and Coordinator to develop written IT standards, policies, and budget proposals as requested by the PCLC Coordinator
4 Perform inter-agency IT coordination as assigned by the PCLC Coordinator
5 Perform project management for specified IT activities as required
6 Work with the Support Administrator to establish and operate a Help Desk using software to track services and efficiency and automating steps as appropriate
7 Work with Steering Committee and Coordinator to develop, operate, and maintain IT security systems
8 Works with Support Administrator to manage all licensing and maintenance contracts and agreements
9 Work with other IT staff in member libraries and appropriate vendors to manage and maintain integrated library systems and associated systems and software
10 Administer PCLC database systems
11 Administer or coordinate the administration of PCLC servers, equipment,  and data network systems
12 Work with Steering Committee, Coordinator and Support Administrator to develop and implement standardized support procedures with LAC approved prioritizations
13 Stay apprised of current and future technology trends and bring ideas for improving services to Steering Committee
14 Supervise, provide general assistance and guidance to other PCLC IT staff as directed by the PCLC Coordinator
15 Perform various personnel management functions of PCLC IT staff, following the established policies and procedures for the City of Bartow and the Library Cooperative
16 Work with Steering Committee, Coordinator and Librarian’s Advisory Council to establish schedules and task assignments and to coordinate the allocation of manpower and equipment
17 Develop and maintain detailed documentation on all aspects of PCLC IT systems, operations, tasks, equipment, software, and troubleshooting
18 Provide reports and analysis as directed by the PCLC Coordinator
19 Maintain professional and cordial working relationships with Steering Committee and all PCLC staff, library staff, patrons, and vendors
20 Provide back-up support for on-call staff during scheduled on-call hours
21 Use reliable personal transportation for travel to all PCLC member libraries
22 Perform other related duties as required or as directed by Coordinator

Education / Qualifications: Required Experience and Education
1 Bachelor degree or higher in IT from an accredited college or university
2 Five years in similar IT position(s) or ten years general IT experience with five years (each) database management, network administration, and server administration

4 Provide  guidance and assistance to other PCLC IT staff as assigned by Operations Manager
5 Manage the “Help Desk” including taking support calls, opening trouble tickets and monitoring support progress
6 Troubleshoot, diagnose, repair, and maintain hardware, operating system, and software issues as assigned within the PCLC service request system
7 Provide detailed, written documentation of all work performed as requested
8 Create and maintain documentation of all assigned systems and support services
9 Create and maintain a clearinghouse of information on support issues
10 Works with Operations Manager to manage all licensing and maintenance contracts and agreements
